Joint prevention and control mechanism(leading group and headquarters)of provinces,autonomous regions,municipalities directly under the Central Government and Xinjiang Production and Construction Corps in response to the novel coronavirus pneumonia epidemic:

In order to implement the decision and deployment of the Central Committee of the Communist Party of China to coordinate the promotion of epidemic prevention and control and economic and social development work,and ensure the long-term medication needs of chronic disease patients,the relevant requirements are hereby notified as follows:

Each region should implement the requirements of the"Notice of the National Health Commission on Strengthening the Management of Medical Services to Meet the Basic Medical Needs of the People during the Epidemic"(Guo Wei Ban Yi Han[2020]No.141),strengthen daily medical service management,encourage the development and improvement of long-term prescription management policies for chronic disease patients based on local conditions,and clarify the requirements such as the list of diseases,medication scope,management system,and safety notification that can be issued for long-term prescriptions,Reduce the number of times patients take medication.Medical institutions should take practical and effective measures to meet the medical service needs of patients with chronic diseases who need long-term medication(including narcotic drugs,psychotropic drugs and other special drugs),hemodialysis and other special treatment.For patients with chronic diseases who are in stable condition,relevant drugs can be issued within 12 weeks at a time;Necessary laboratory examinations and routine re examinations can guide patients to conduct them in nearby medical institutions,and remote guidance can be strengthened through various means such as telephone follow-up;It is necessary to strengthen medication education for patients who use long-term prescriptions,increase their knowledge of rational medication,improve their self-medication management ability and medication compliance,and inform patients that any discomfort during the medication process should be treated promptly.

Each region and department shall further increase the guidance and supervision efforts of medical institutions in accordance with the requirements of this notice.Relevant departments and responsible persons who lack effective organization or support for this work,as well as those whose work measures are not fully implemented,will be criticized in a notice until accountability is pursued.
